'De Facto', in fact, in deed, actually. Used to characterize a government or state of affairs which actually exists and must be accepted for all practical purposes but which is illegal or illegitimate. It is contrary to 'de jure' which means rightful, legitimate just or constitutional. Thus a government de facto is one who is in actual possession of the office, but by way of usurpation or without lawful title or claim.
