Great video! Could this be unofficial "first contact" when they respond back to the laser lights?! A "hand wave" is a gesture...might flashing back at the crowd be a "light wave"!? I'm not sure about 'disclosure' coming soon, I wouldn't believe anything our criminal government have to say about anything, and why does anyone need disclosure or confirmation from them?
