Poor Man's Colloidal Silver

Im sure I've read somewhere that using high voltage, hence high current, makes bigger particles which are less effective, and also make the water go brown.
They say an ideal voltage is about 12V dc up to 1Amp max power.
Do you know if this is correct?
I guess it does make sense if the particles are smaller, that way they can penetrate the "disease cell walls" easier?
Maybe someone out there can confirm this?

It's how I make it, and it's always clear, unless I'm doing it wrong?
Also would using De-ionised water make any difference?
