In a rare moment, Congressional leaders sing "We Shall Overcome" as Ronald Reagan signs the MLK holiday bill into law on Nov. 2, 1983. Bill author, Congresswoman Katie Beatrice Hall, a freshman lawmaker from Indiana and other lawmakers was the key to a compromise on the bill, which supporters had championed since King was assassinated in 1968.
