Russian President Vladimir Putin chaired the Russian Security Council meeting on Friday in Moscow, meeting with top military leaders and political officials including Russian Foreign Minister Sergey Lavrov and Russian Defence Minister Sergey Shoigu. The council met to discuss the changing nature of threats to Russia and how best to maintain effective technology to repel those threats. During his speech, Putin pointed to importance of Russia's cyber defence. "The role of information technology in contemporary armed conflicts is growing progressively. According to experts, so-called cyber attacks are already being used to achieve military and political objectives, and may be even more deadly than conventional weapons. We must be ready to launch an effective response to threats in cyberspace and enhance protection of our infrastructure, which primarily includes information systems of strategic and critically important facilities." Precision weapon systems, soft power and militarisation of space are also among the factors of major importance, according to president. "In terms of performance, precision-guided weapons are now almost on par with strategic weapons - and this affects the global balance of power. With outer space and cyberspace increasingly militarised, special operations and soft power have become handy tools", said Putin.
