(AP) About 16 people have been arrested for disorderly conduct after the annual Puerto Rican Festival in Rochester.Sgt. Elena Correia of the Rochester Police Department says Sunday about 100 officers have been deployed to manage the partygoers who have congregated on street corners.Correia says officers are using PepperBall projectiles, paintball-like objects filled with pepper spray, to disperse the forming crowds. She says officers have also written numerous traffic tickets.Correia says there are about 1,000 people gathering on various street corners as part of the post-festival celebrations.This is the 44th annual Puerto Rican Festival in Rochester. The three-day celebration was scheduled to have ended after a 7:30 p.m. performance by salsa legend Oscar D'Len.

    I thought those long range acoustic devices were banned
    They can cause permanent hearing damage indiscriminantly and have other health implications
