First of all, you need to consider who is reporting this. Everyone knows that MSNBC hates Bush (and Cheney) and is a media lap dog for Obama. Every president gets hundreds of recommendations. Maybe this was one of a list of several recommendations ranging from mild to extreme. Regardless, Bush rejected the recommendation. MSNBC pounced on it to perpetuate their irrational hatred of the Bush administration.

This could have been proposed as a possibility and not too seriously considered. The fact remains that this was NOT exercised by the Bush administration. Certainly there are extreme situations when federal troops should be sent in, such as to quall violent insurrection, or when state resources are overwhelmed and federal assistance is requested by the governor of the state. Federal agents were in fact used to arrest the terrorist suspects. Although it may not be unconstitutional to send in federal troops to make arrests, I personally am not comfortable with federal troops being used on our citizenry or within the US, other then to patrol the borders if they are unable to be secured by other federal agents such as the border patrol.
