The new treaty creates a Soviet military presence in Romania nelimatate by Article 21 paragraph 1:
Romanian Delegation at the Paris Conference was led by Foreign Minister George Tatarescu. Peace Treaty with Romania was signed, the Salon de l'Horloge of the Ministry of Foreign Affairs of France.
