Space 'debris' IS stuff that the Americans, the Russians and anyone else has dropped in space during their missions. Like tool bags, bits of old satellites, bits of the Hubble telescope, and discarded stages from rockets. So yes, it is obviously just space debris! I don't think anyone is claiming anything to contrary are they?

It's obviously not space debris; it's likely a tool bag from a cosmonaut or something that came off the space station itself.
