Former Navy Commander Wendell Stevens was in charge of surveillance missions to capture objects/events "of interest" on sophisticated airborne cameras. When such events were photo-
graphed, upon landing the pilot was debriefed and all film was transferred to cases. Which were subsequently handcuffed to an intelligence officer and immediately flown to either the Pentagon or Wright-Patterson AFB.
