	If the bird flu and AIDS were introduced as a plot by the US government to kill blacks, gays, and Asians, then it has been a dismal failure. The government has been in the forefront of trying to irradicate both viruses here and around the World. The bird flu has had a very low death rate around the World, in part, due to the efforts of the Government. The death rate from AIDS in the US has been dramatically reduced for all population demographics. In Africa it remains a serious health risk because of unsanitary conditions much of their health care systems and because the education programs have not been as successful in reducing multipartner sex.
