    This is called a window washer hanging by an old fashioned waist belt, (which have been replaced by the full body harness back in the early 1990's.) Since this appears to be the WTC bilding, it was shot before 2001.This is the result of poor safety standards, poor enforcement on safety regulations, poor, if any training for the window washers, and the window washing platform crashing to the ground.If he had a partner, he's dead along with the smashed platform.
