I might suggest watching the video again. As the poster indicated, there is a distinct, bright light that lasts maybe a quarter of a second while the driver is re-arranging the camera.Personally, I think it's a reflection of some kind, perhaps of the camera's own autofocus LED. Without more video, it's impossible to identify.
