Looking at the issue of cave exploration a bit more logically-I think it has more ot do with 1. precious minerals and natural resources-the US government is very protctive of its gold, platnium, uranium, petroleum...etc. and they'll be damned if you(the people)should find a way means to become self relieant. 2. after many years of underground nuclear testing(i.e. Operation Gas-Buggy in NM/NV/TX and AZ)the US is quite paranoid about the people discovering just how fucked up and contaminated public lands are....the last thing the US Government wants is for taxpayers to find out how irresponsible its government REALLY is.

Not too sure about this theory, but it is strange that access to caves is denied without government authorization. Worth looking into more I think!
