I can't see how these small things can be manned, assuming they are small like the orbs of light in crop circles.. I believe they are remote drones that are observing whatever they want.... Maybe we are their fish bowl....

I saw them too in wiesbaden germany from my window and they looked as if they were small, silent kite planes with lights on them!

This is interesting as these objects fade in a particular spot, which means they are in Earth orbit. At night, objects in orbit fade as they enter the Earth's shaddow when travelling eastward. Likewise, an object will seem to appear out of nowhere when moving westward.
