    I believe she says "Sorry" at the end....not "Congress"Almost as if she intentionally fumbled with the phone trying to act like it was hung up and someone caught her trying to do that.

    Not sure about the interpretation BUT someone is definitely whispering to her. Her "talking points" are very interesting and sound guided. I wouldn't be surprised if this was recorded AFTER the passengers were offloaded to base (and then exposed of).
