Mystery solved apparently...

Russia’s Defense Ministry has confirmed earlier reports that the third stage of the Soyuz-2 launch vehicle was responsible for the failure to place the Meridian military communications satellite in orbit. The satellite subsequently fell to Earth in the Novosibirk Region, the ministry said. Judging from preliminary information, the launch vehicle failed “before the orbiting unit could separate from its third stage,” a source in the Russian aerospace industry told Itar-Tass. The Defense Ministry blames failure of the third stage’s engine for the incident.

Well, you were almost right, it did turn out to be a rocket. The problem will be the fact that it
was the Soyuz...the same rocket used to go to the ISS. Not good.
