Australian Foreign Minister Bob Carr has announced a review into his ministry's handling of the case of an Australian man who reportedly hanged himself in an Israeli jail in 2010.

On Tuesday, Australia's ABC News said the man, known as Prisoner X, was an Australian national called Ben Zygier.

The report said there was evidence to suggest Mr Zygier worked for Israel's spy agency Mossad.

Israel has not officially commented on the ABC report.

Speculation about the identity of the prisoner, whose existence was not officially acknowledged, had been rife since the story broke more than two years ago.

Australian Foreign Minister Bob Carr told ABC that he was troubled by the investigation's findings.

Mr Carr told the programme Australian diplomats in Israel only knew of Mr Zygier's detention after his death. He said Mr Zygier's family had not made a complaint, in the absence of which there was little the Australian government could do.

However, the foreign ministry now says some officials were aware of his detention at the time,
'Held incommunicado'

According to ABC's Foreign Correspondent programme, Mr Zygier was from Melbourne and went by the name of Ben Alon in Israel.

The programme said he had moved to Israel 10 years before his death. It said that at the time he died he was 34 years old, married to an Israeli woman and had two children.

Mr Zygier was found hanged in a cell in late 2010, months after he was imprisoned, and his body flown to Melbourne for burial the following week, ABC says.

When the story about Prisoner X first emerged, Israeli media said the unidentified man was being held incommunicado at Ayalon high-security prison in Ramle, central Israel.

ABC said he was incarcerated in a wing built to house Yigal Amir, the Israeli who assassinated Prime Minister Yitzhak Rabin in 1995. It said his cell was fitted with surveillance cameras designed to prevent incidents such as suicide.

The reason for his detention was not disclosed and his identification was so secret that even his guards did not know who he was, the programme said.
Restrictions relaxed

Israel never acknowledged the prisoner's existence but issued a gagging order in 2010 to prevent details of the case being published.

Media gagging orders in Israel are rare and issued in special cases concerning national security.

The Israeli prime minister's office called an emergency meeting of Israeli media chiefs after the ABC story was published on Tuesday, urging them not to publish "information pertaining to an incident that is very embarrassing to a certain government agency", Israel's Haaretz newspaper website reported.

An article about the Australian report which appeared in Haaretz on Tuesday was later removed.

However, on Wednesday reporting restrictions were partially lifted after members of the Knesset (parliament) asked questions about the case.

Two years ago the Israeli news website YNet reported only that an Israeli citizen was being held in Ayalon Prison, and later that he had committed suicide.

But if you asked any Israeli journalists - even informally and off-the-record - what they knew of the case of "Prisoner X", they would get visibly uncomfortable.

Gag orders are rarely used in Israel which likes to celebrate its democratic values like freedom of the press. However, when they are imposed, particularly in cases of national security, they are taken very seriously.

In the end it was the international dimension of this story that made it difficult to keep secret. As ABC prepared to air its report in Australia, the newspaper Haaretz reported on how Israeli media editors had been asked to cooperate with the government and withhold information that was "embarrassing to a certain government agency".

Israel confirms it imprisoned man under false name

Israel has for the first time confirmed it imprisoned an Australian-Israeli man under a false identity for security reasons, and that he died in custody.

The justice ministry did not name the man - previously known as Prisoner X, and recently identified by Australian media as Ben Zygier - but said his family was notified of his detention.

He was held following a court order and his rights were upheld, it added.

The ministry also stated that the man killed himself inside his cell in 2010.

On Wednesday, Australian Foreign Minister Bob Carr ordered a review of how diplomats handled the detention of Mr Zygier, who is believed to have worked for Israel's Mossad intelligence agency.

On Thursday, Mr Carr told a parliamentary committee that Canberra had been informed of Mr Zygier's detention in February 2010.

Australia was told through intelligence channels that he had been detained "in relation to serious offences under Israeli national security legislation".

He "would be treated in accordance with his lawful rights as an Israeli citizen", Australia was told. No request for consular support was received, Mr Carr said.
'Negligence'

Speculation about the existence and identity of Prisoner X has been rife since reports of his death broke in the Israeli media two years ago, despite strict reporting restrictions imposed by the Israeli authorities.

The statement published by the Israeli justice ministry on Wednesday evening gave only a few new details about the case.

"For security reasons, the prisoner was held under a pseudonym, but his family was notified of the arrest immediately," it said.

"The prisoner was held in jail under a warrant issued by a court. The proceedings were overseen by senior officials in the justice ministry and he was duly represented in all the proceedings against him."

The statement added that he "was found dead in his cell two years ago" and that a closed-door inquiry into the death was ordered at the time.

The justice ministry said the investigation concluded six weeks ago that the cause of the prisoner's death was suicide, but that the judge recommended that the state "pursue a negligence investigation".

"National security prevents the release of any other details in this case."
Hanged

The identity of Prisoner X was revealed on Tuesday by the Australian Broadcasting Corporation (ABC), which named him as Ben Zygier.

According to its report, he was an active member of Melbourne's Jewish community before emigrating to Israel in 2000 and serving in the army.

At the time of his death, Mr Zygier was 34 and married to an Israeli woman and had two children.

He is known to have gone by the Hebrew name of Ben Alon in Israel and also carried an Australian passport bearing the name Ben Allen. Fairfax said he had also called himself Benjamin Burrows.

The reason for Mr Zygier's arrest and imprisonment in Israel is not known, but ABC said it understood he had been recruited by Mossad.

Australia's Fairfax Media reported on Wednesday that months before he was arrested in Israel, Mr Zygier was being investigated by the Australian Security Intelligence Organisation (ASIO) on suspicion of fraudulently using his passport for espionage purposes.

Mr Zygier was found hanged in a cell on 15 December 2010, months after he "disappeared", and his body was flown to Melbourne for burial the following week, ABC added.

Prisoner X 'was jailed in Israel after botched spy plan'

Israel's Prisoner X revealed a string of state secrets to a senior Hizbollah operative while attempting to talk him into becoming a double agent for Israeli intelligence, it was reported on Monday.

Ben Zygier's mysterious death in a maximum security Israeli prison cell sparked a global media storm implicating both the Australian and Israeli governments.

Germany's Der Speigel and Australia's Sydney Morning Herald reported that he had hoped that by turning an Eastern European Hizbollah affiliate, he would regain favour with his bosses at the Mossad who had demoted him from the field to a desk job in Tel Aviv.

His attempt to prove his initiative apparently backfired spectacularly, compromising Israel's intelligence operation in Lebanon.

Unable to bear the humiliation and facing decades in an Israeli jail, the new reports claim Zygier hung himself in December 2010 hours after a phone call with his mother, Louise.

"Zygier wanted to achieve something that he didn't end up getting," one highly placed source told the Sydney Morning Herald's Jason Koutsoukis

"And then he ended up on a precipitous path. He crossed paths with someone who was much more professional than he was."

The Melbourne-born Israeli spy is reported to have first established contact with his Hizbollah target late in 2008. He was repeatedly requested to prove his Mossad credentials by revealing genuine intelligence, including the identities of Israel's two top Lebanese informers – Ziad al Homsi and Mustafa Ali Awadeh. Both were arrested in Spring 2009 and sentence to 15 years hard labour.

The Mossad depends on a network of double agents across the Middle East.

Former Israeli intelligence officers describe the recruitment process as extraordinarily delicate and high risk – for both the Israeli agent and national security.

"The target will rarely, if ever, be approached by an 'Israeli'. There are many Arab spies operating now who are convinced they're working for the CIA or MI6. When they discover they are actually reporting to Israelis, it's too late. They web has been spun and is almost impossible to clamber out of," one former Mossad agent told The Daily Telegraph.

"Most recruitment operations take blood, sweat, tears and time. There are a only handful of Mossad agents capable of coordinating such a sting."

Speaking on Australian radio, Mr Koutsoukis revealed he had spoken with a number of high-level Israeli officials in the course of his investigation who had confirmed his version of events.
