Yes glue does stick to the inside of a bottle. Even with little or no oxygen. Also there are many types of glues.
Animal protein based adhesives
Animal glue, collagen based adhesive also called:
Bone glue
Fish glue
Hide glue
Hoof glue
Rabbit skin glue
Albumin glue
Casein glue
Meat glue
Plant-based glues:
Canada balsam (natural resin)
Coccoina
Gum Arabic (natural resin)
Postage stamp gum
Latex (natural rubber)
Library paste (a starch-based glue)
Methyl cellulose
Mucilage
Resorcinol resin
Starch
Urea-formaldehyde resin
Solvent-type glues:
Polystyrene cement/Butanone (Solvent can bond by virtually welding material together)
Dichloromethane
Synthetic monomer glues:
Acrylonitrile
Cyanoacrylate ("Superglue", "Krazy Glue")
Acrylic
Resorcinol glue
Synthetic polymer glues:
Epoxy resins
Epoxy putty
Ethylene-vinyl acetate (a hot-melt glue)
Phenol formaldehyde resin
Polyamide
Polyester resins
Polyethylene (a hot-melt glue)
Polypropylene
Polysulfides
Polyurethane (used in woodworking and bookbinding, e.g. Gorilla Glue)
Polyvinyl acetate (PVA) Includes white glue (e.g., Elmer's Glue) and yellow carpenter's glue (Aliphatic resin) (Brands include Titebond and Lepage)
Polyvinyl alcohol
Polyvinyl chloride (PVC)
Polyvinyl chloride emulsion (PVCE) - a water-miscible emulsion that polymerizes as it cures
Polyvinylpyrrolidone (component of glue sticks)
Rubber cement
Silicones
Styrene acrylic copolymer
Fill a bottle with any of these glues. Then empty it. You will find that yes some glue is indeed stuck. Yes within the bottle. Also on the outside if you are sloppy. It will be in need of a good flush or rinse to get it off or out. Whether or not it is 100% cured or not.
Also not all glues come in bottles. There are stick glues. powdered glues which generally come in a bag which is placed in a box. Some 2 parts come in cartridges .

Or this is the bottle you speak of. Which glue cannot be put into.
Bottle: Python Web Framework
