Steel firm Corus could qualify for millions of pounds' worth of Government environmental credits for a plant it is closing with the loss of 1,700 jobs.

The Department of Energy and Climate Change yesterday confirmed that Corus's foreign owner, Indian steel giant Tata, was 'likely' to get its £90million allocation of carbon credits, including an allocation for the 150-year-old steel works in Redcar, Teeside, the mothballing of which was announced last week.

The decision prompted fears last night that Tata could profit from the closure by selling on the permits or using them at its other plants.

The credits allow firms to emit a certain level of pollution each year. Though issued for free, they can be sold to other firms. Over time the aim is to cut carbon emissions by issuing fewer credits.

Solicitor General Vera Baird, MP for Redcar, last night said it would be 'unacceptable' for Tata to profit from the credits.

She wrote to Tata last night demanding the credits be kept in reserve to encourage potential buyers for the plant.

Tata has not yet said what it intends to do with the credits, but insisted it had no desire to profit from the plant closure.

Yes, the frightening part for me is how corporations are being incentivised to move plant to other locations by cap and trade and how this aspect of Copanhagen is not even being discussed in the mainstream media. I fear by the time people wake up to this it will be too late and de industrialisation will be ireversable.

One of the real issues here if this all comes about is going to be mass-unemployment. I grew up in Glasgow after the demise of the ship-building industry and it was a very bleak place. There is practically no heavy industry left here now. It wasn't just the shipyards; joiners, carpet makers, steel works, sail-makers and a host of other industries also fell away as the yards closed. Mass unemployment then led to a heroin epidemic which is still going on today, although it's not quite as bad as it was in the eighties.

Essentially, what happens as skilled industrial jobs are replaced with service jobs is that wages fall. Call centres don't pay as well as shipyards and, as a result, the population of the city has halved since the nineteen sixties. Now imagine this in not just one city but across the whole western world. It's quite a scary thought.
