The U.S. Congress is insisting the Army should continue budgeting for new tanks the Army itself says doesn't currently need.

Yeah I agree with that.

If they don't have the SAD, they just create the illusion for it.

IT's fucked up man...

the US resented war very much (public opinion) until after WWII (while we were bred to live with it, or love it)

Maybe congress has just agreed to sell its current tanks to another country and intends on replacing them with better versions?
