Sounds like a promise was made that could not be kept and now a 'convenient' get-out card has to be brought into play!

I wonder if truly free energy is something of an unattainable 'holy grail'?

No system, even in nature, is anywhere near 100% efficient (there is, after all, the entropy law!) and in order for energy to be truly 'free' the system that produces it would have to be greater than 100% efficient - a so-called 'over unity' device. I think it is possible to get somewhat nearer to the ideal 100% and make energy production a whole lot cheaper but I doubt whether it would ever be truly 'free' of any cost whatsoever!
