This is probably because you are trying to visit the site with another browser than Tor,. .onion sites can be accessed (only?) trough the Tor network.

Yeah you've gotta install Tor, click "Tor Browser" located in the folder that you just extracted.
Then put this link in the Tor Browser that should have opened http://ur75p7cnimzjdgmi.onion/dtv.html
