Talks on the European Union's trillion-dollar budget for the next seven years have ended without a deal. The 27 nation members could not agree on whether to raise or cut spending.

Seems France have also objected alongside the UK and that don't happen very often, I doubt Germany will like that

It is not a hard choice, They must choose the correct way to heal our economy's. There is only one way.

Cuts or borrow.
One is a long term plan to resolve this crisis of debt.
The other a patch that will not cure the ailment but make it worse, considered only to protect their political careers in the short term.
