The haarp site in Alaska is under contract with Rayethon.
Nothing more needs to be said.
Nobody is stopping it!

For me HAARP is a distraction from the real technologies that exist. HAARP is old, like the stealth bomber.

in that context,yes.butt they can only upgrade the stealth bomber so far.
after 20 years('95 actually),you better believe that every technology invented(plus some),have been incorporated to upgrade HAARP.
and we all know that the 'black' technology is at LEAST 50 years ahead.
we'll never know what it can do-until it does it.
which doesn't bode well for us.

HAARP technology I believe is quite versatile. Try googling "scalar weapons","time reverse scalar weapons" and disease inducing frequencies that can be delivered via cellphone, fooling the brain into exhibiting symptoms of the specific disease.
