Executive Order (Can someone translate I dont understand)

What confuses me is...doesn't it mean that any American Citizen in Iran that says "This is now mine", by United States Law, it is and Iran has nothing to say about it unless they decide to take it by force thus instigating conflict giving the U.S. a reason for aggressive negotiations?
