Supposedly its a back story of the Foot gang before shredder came in and turned them into his private army. (Hence the basic street wear and masks, and when April still didnt know the Turtles).
I see a message. Out of the bottom depths of our society rises hope of extraordinary individuals to oppose the tyranny of oppression against free speech.
