March 11, 2010 (LPAC)—At a major international conference organized by the OECD and the IAEA in Paris on March 8-9, at the initiative of the French Presidency, Nicolas Sarkozy announced that France considers that from now on every country that complies with the current transparency rules has the right to civilian nuclear power. "We have entered a new nuclear era, that of its renaissance," declared Nicolas Sarkozy in his opening remarks. "The analogy with that glorious period of European history, some 500 years ago, will undoubtedly provoke some debates. But there are common elements: the questioning of ancient beliefs and irrational fears, and faith in science and technology."

Clearly, with this conference, France is seeking to once again take the lead on civilian nuclear power worldwide, one of its last scientific and high technology assets, following two major fiascos: its loss of a EU24 billion nuclear contract in the United Arab Emirates to the South Korean KEMCO, and the Copenhagen summit fiasco where France joined forces with its hereditary enemy, the Queen of England, and with Angela Merkel, to try to impose a worldwide dictatorial framework to monitor of CO2 reduction quotas. (Unfortunately, since the 1980s, France has been using the carbon issue to promote its nuclear power, and that is still going on.)

Nicolas Sarkozy also tried to dispel accusations that France had joined the British Malthusian crusade. "World population is growing ... and the energy needs of our planet are growing as well," he said. For the solution to what the IAEA has announced will be a 40% increase in energy consumption by 2030, "the ideologies calling for reversing growth and progress offer no solutions. The solution lies in diversification, ... rationalization, and scientific and technological progress." Sarkozy was even lyrical: "Let us put aside the stereotypes and suspicions of ulterior motives. The countries of the world are not divided between those with nuclear technology, jealously guarding their privileges, and those demanding a right that the others are denying them.... On the contrary, I think that nuclear power can be the cement that binds a new form of global solidarity." In his closing statements, French Prime Minister FranÁois Fillon even alluded to Jean JaurËs, that "all countries have an equal right to development and growth. All have an equal right to energy which is its precondition." Fillon also stated that France is "not favorable to de-growth" and cited de Gaulle that the solution to problems is "not going back to the oil lamp, nor for the navy to return to sails."

Sarkozy made a few strong comments and proposals: 1) Nuclear energy is the responsibility of states, not of private concerns, because investments are very long-term and ponderous; 2) He called for an "end to the ostracism against nuclear investments among international financial bodies," and proposed that the "World Bank, the EBRD [European Bank for Reconstruction and Development], and the development banks become resolutely committed to financing" such projects. 3) He underlined the need for training programs for all the new candidates and announced the creation of an International Nuclear Energy Institute to train engineers and cadre. A first such institute was just created in Jordan where the French are competing for the sale of several nuclear power plants, along with Koreans. A Franco-Chinese institute was created recently and works out of the University of Canton. 4) Safety must be one of the main priorities, said Sarkozy, trying to sell France's know-how in this domain, as opposed to a kind of "low-cost nuclear." He proposed that within the context of the IAEA, an independent body be created to rate various nuclear reactors on the market according to safety criteria. 5) He addressed the issue of compliance with non-proliferation. 6) In order to safeguard reliable access to nuclear fuel, Sarkozy also proposed that a "nuclear fuel bank" be created within the IAEA, to which new nuclear countries can have access should they lose their nuclear fuel suppliers. 7) He recommended recycling spent nuclear fuel, as France, Russia, and other countries have chosen to do.

Lyndon LaRouche observed that when France is pressed to the wall, they demonstrate their independence, and here they are demonstrating their independence from London. LaRouche had already laid out in his January 30 webcast, regions of the world which commit themselves to nuclear power, and other high-energy-flux-density technologies, are moving in the direction of progress, where the nations which are rejecting such advancement, are headed in the direction of doom. So this move by France is significant. It is also the case that this conference had come in the context of the election campaigns in France, where the Solidarité et Progrès is running 91 candidates, with a global nuclear renaissance as a significant role in their policy, and with regional elections coming on March 14.

With this conference, the French seemed also to want to up the ante to the U.S., who at a Washington conference April 15 on "nuclear proliferation," will also bring to an end the moratorium on nuclear technology exports, but will try to impose more draconian conditions.

you may ad to that the recent buy of half of the nuclear plants in america by france and the way they are totally wrong in investing encore et toujours , to a technology that is dying out for the benefit of green energies and the emergence of the free energy .

so let's put it this way , the major contributor for the sarkozy campaign was arms and nuclear , they still kicking and screaming and don't want to let go of this crap energy but the world will just get over it and it is already doing it ^^
