As far as I know the Chinese already build these cities (many of them) before the Fukushima disaster, just like they now announced plans to build 70! airports the next years.
It is a method to stimulate economic grow and to get rid of the soon to be useless dollars.

Tepco Failed to find the leak because the thermal thermometer "couldn't find the leak"... but they said, "don't worry, we'll find another way to find the leak" - but offered NO ideas.
Speedi was Proven to be reliable, yet Japanese Government IGNORED releasing data so it wouldn't Panic the people. (this was a duplicate from the other day, but they reposted it today, so I included it again.
Oh, here's a good one, TEPCO admits to doing a study on a huge tsunami 5, yes five years before the "accident" and all tests showed failure to be able to prevent a meltdown by not being able to cool the fuel.
TEPCO investigated again because it's been holding too many closed door meetings with pro nuclear people.
Oh, Japanese Government So Sorry, they set the limits at schools at 20mSv instead of 1mSv. They say, Ooops, so Sorry.

Fishery cooperative in Fukushima is going to start fish from
6/22/2012, after Typhoon 04 passes.
6 chairmans and 50 staff from fishery cooperative held a
meeting in Iwaki city on 6/18 and decided to restart fishing for
sale offshore of Minamisoma city. On 6/14, they fished North
Pacific giant octopus, Octopus conispadiceus, and whelk and
no radiation was measured from all those samples.
They haven’t fished for one year and 3 months since 311.
They state they prepared the proper radiation measurement
system and confirmed the safety of those fishery products, will
start selling those 3 kinds of the marine products.
Mr. Nanbu, the chairman of Soma Futaba fishery cooperative
comments, “we are looking forward to restarting to fish. This is
our first step. We are sure that consumers can be reassured
with our marine products.” ............
Mr. Nozaki, the chairman of
Fukushima fishery cooperation talks, “this is an experimental
fishing, which is not profitable yet, but we are going to try to
restart it step by step.”

Thousands of people have protested outside the Japanese prime minister’s office before a nuclear reactor is restarted this weekend.
At least 10,000 protesters filled the street outside Prime Minister Yoshihiko Noda’s office Friday, blocking traffic and chanting “No to restart!” as they held up banners with anti-nuclear slogans. The rally was the latest weekly protest there this month. Noda’s government recently approved restarting two reactors in western Japan.
One of them, Ohi No. 3 reactor, will be switched on Sunday for the first time since last year’s tsunami disaster triggered meltdowns at the Fukushima Dai-ichi plant.
All 50 of Japan’s commercial reactors are offline for maintenance or safety checks.
Noda’s government has pushed to bring some reactors online to avert power shortages during the summer.
