population control is occuring as we speak....all wars and conflict give their numbers to a the quota....civilian life has to meet it's quota as well, with famine ,disease, ingesting of all the posion added to our nurishment....ect ect ect......no country is above the law and all meet the quota in one form or the next.......those stones and time capsule(imo) were erected for those that will flee to the underground (as before) that will resurface and find their new world laws already etched in stone.
