Germany is a land of many rules, especially about noise. The government's move comes after a series of lawsuits about children and noise, and a recent call from a senior citizens' chapter of Chancellor Angela Merkel's conservatives, who sought to ban kindergartens from residential areas because they are too loud

I say make those little bastards shut the hell up. Kids ARE loud. And there is a place for it and a place for it not to be. I hatehatehatehatehate trying to go out shopping in this town. Any grocery store or god forbid Target is like a daycare on a weekday morning. Worse. Wah-wah! Mommy I want it!!! NONONONONO!!!! WAAAAAAAAA!!! Gagabababababa!!! It's like a wall of constant noise that follows you from row to row. It would be nice for someone, somewhere, to acknowledge that not everyone wants to hear kids scream, not everyone thinks some stranger's kids are adorable, and that people being unable to parent their kids and keep them quiet in public might be a problem.
Know how many nice meals I've had ruined by someone's brat screaming at the next table, throwing food, yelling, crying? If the manager of a restaurant were to walk over to a couple with a loud bratty kid and say to them, "I'm sorry, but could you please take that outside?" (the way he would do to me, if I should dare violate little beaster's lungs by lighting a cigarette) I'd be so damn excited that I'd probably offer him sexual favors on the spot.

Remember, in a real conspiracy, all players are pawns regardless of their rank.

No, seriously, why should THEY have to move if they don't want a kindergarten next to their house? I mean, if they moved in next to an existing school and then started complaining about the noise I can see it...but if they have a nice quiet neighborhood with a house they like and they're happy and it's peaceful then all of a sudden someone wants to plop a daycare right down in the middle of it? I wouldn't blame them for fighting it. There was a daycare/preschool behind my old house. When the wind was right it sounded like the open gates of hell.

Point taken. Both the young and old annoy me at times. Old people drive slowly on the road, and kids can interrupt a good movie in the theater, for example.
