German Chancellor Angela Merkel likely won a third term in Sunday's general election as expected, exit polls suggest, but she may have to form a new coalition with the center-left Social Democrats. Her current partner, the pro-business FDP may crash out of parliament.

Angela Merkel's conservatives won enough votes to secure a third term for her to remain chancellor in Sunday's general election, initial exit polls showed. But she is likely to have to ditch her preferred coalition partner, the pro-business Free Democratic Party (FDP), and form an alliance with the center-left Social Democrats instead in a so-called "grand coalition" of the two biggest parties. It would be a repeat of the right-left alliance with which she governed in her first term from 2005 until 2009. Exit polls on German TV networks, based on surveys of voters at selected polling stations on Sunday, showed Merkel's conservative Christian Democratic Union party and its Bavarian sister party, the Christian Social Union, at around 42 percent, the parties' best combined result in the three elections under Merkel. In 2009, the CDU and CSU together got 33.8 percent. But the FDP, with which Merkel has governed since 2009, appeared to have fallen below the five-percent threshold needed for parliamentary representation in a disastrous result for the party, a traditional kingmaker in German politics, which has been in parliament continually since 1949.

Record Low for FDP

Broadcaster ARD had the FDP at 4.7 percent, while ZDF had them at 4.5 percent. That is still within the margin of error, though. The FDP could still scrape into parliament. The SPD was at around 26 percent, compared with 23.0 percent in 2009, and the Greens at 8.0, compared with 10.7 percent. In a significant development, the anti-euro Alternative for Germany (AfD) party, which was formed in February and calls for an "orderly dismantling of the euro zone," may have reached the five-percent threshold needed to enter parliament, effectively thwarting Merkel's chances of keeping her center-right coalition with the FDP intact. The ARD exit poll put them at 4.9 percent. ZDF had them at 4.8 percent.

SPD General Secretary Andrea Nahles declined to be drawn on Sunday about whether the SPD would enter an alliance as junior coaltion partner to Merkel's conservatives. "We will consult with our party leadership tomorrow, a lot is still unclear," Nahles told public broadcaster ZDF. The CDU has won and we'll see what Frau Merkel will do now. The ball is in her court."

European Partners Favour 'Grand Coalition'

Many of Germany's European partners regard a third term for Merkel with the SPD as her coalition partner as the best possible outcome. It ensures continuity at the helm of Europe's most powerful economy and it will likely force Merkel to put a bigger focus on stimulating economic growth and curbing unemployment in the crisis-ravaged euro zone. A grand coalition would also, thanks to its overwhelming majority in parliament, strengthen Merkel's hand in managing the euro crisis because it would lessen the threat posed by backbench rebellions against future European rescue measures.

With the SPD in her coalition, she would no longer face a hostile Bundesrat, Germany's upper legislative chamber, and she may even be able to muster two-thirds majorities needed to change the German constitution if future changes to Europe's institutions should warrant that.

Her hands will, however, remain tied by rulings of the Federal Constitutional Court, which will rule next month on the European Central Bank's bond-buying policy, which put a lid on the crisis when it was announced last year.
