Atmospheric heaters are located in several countries now, not just in Alaska. Pulsed low frequencies have been used to alter moods in experimental settings.
Extrapolating data is tricky for scientists and even more difficult for the average person but even I can see that there may be some connection between human behavior and the blanket EMP field being produced by the black budget researchers. I was in Alaska recently and discovered that the average person never heard of H.A.A.R.P. even though it was started by the University there.

The remark (In the linked document) about potential analgesic effects made me wonder if perhaps calming the populace is on the horizon.
