Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Space Preservation Act of 2001'.
SEC. 2. REAFFIRMATION OF POLICY ON THE PRESERVATION OF PEACE IN SPACE.
Congress reaffirms the policy expressed in section 102(a) of the National Aeronautics and Space Act of 1958 (42 U.S.C. 2451(a)), stating that it `is the policy of the United States that activities in space should be devoted to peaceful purposes for the benefit of all mankind.'.
SEC. 3. PERMANENT BAN ON BASING OF WEAPONS IN SPACE.
The President shall--
(1) implement a permanent ban on space-based weapons of the United States and remove from space any existing space-based weapons of the United States; and
(2) immediately order the permanent termination of research and development, testing, manufacturing, production, and deployment of all space-based weapons of the United States and their components.
SEC. 4. WORLD AGREEMENT BANNING SPACE-BASED WEAPONS.
The President shall direct the United States representatives to the United Nations and other international organizations to immediately work toward negotiating, adopting, and implementing a world agreement banning space-based weapons.
SEC. 5. REPORT.
The President shall submit to Congress not later than 90 days after the date of the enactment of this Act, and every 90 days thereafter, a report on--
(1) the implementation of the permanent ban on space-based weapons required by section 3; and
(2) progress toward negotiating, adopting, and implementing the agreement described in section 4.
SEC. 6. NON SPACE-BASED WEAPONS ACTIVITIES.
Nothing in this Act may be construed as prohibiting the use of funds for--
(1) space exploration;
(2) space research and development;
(3) testing, manufacturing, or production that is not related to space-based weapons or systems; or
(4) civil, commercial, or defense activities (including communications, navigation, surveillance, reconnaissance, early warning, or remote sensing) that are not related to space-based weapons or systems.
SEC. 7. DEFINITIONS.
In this Act:
(1) The term `space' means all space extending upward from an altitude greater than 60 kilometers above the surface of the earth and any celestial body in such space.
(2)(A) The terms `weapon' and `weapons system' mean a device capable of any of the following:
(i) Damaging or destroying an object (whether in outer space, in the atmosphere, or on earth) by--
(I) firing one or more projectiles to collide with that object;
(II) detonating one or more explosive devices in close proximity to that object;
(III) directing a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation, plasma, or
extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation) against that object; or
(IV) any other unacknowledged or as yet undeveloped means.
(ii) Inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)--
(I) through the use of any of the means described in clause (i) or subparagraph (B);
(II) through the use of land-based, sea-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations; or
(III) by expelling chemical or biological agents in the vicinity of a person.
(B) Such terms include exotic weapons systems such as--
(i) electronic, psychotronic, or information weapons;
(ii) chemtrails;
(iii) high altitude ultra low frequency weapons systems;
(iv) plasma, electromagnetic, sonic, or ultrasonic weapons;
(v) laser weapons systems;
(vi) strategic, theater, tactical, or extraterrestrial weapons; and
(vii) chemical, biological, environmental, climate, or tectonic weapons.
(C) The term `exotic weapons systems' includes weapons designed to damage space or natural ecosystems (such as the ionosphere and upper atmosphere) or climate, weather, and tectonic systems with the purpose of inducing damage or destruction upon a target population or region on earth or in space.

I too remember the planes from the early 70's, and they exhibited the same behaviors as they do today. There is plenty of information from industry experts who DO explain the technical details of a contrail creation, but the believers just dismiss it, like they dismiss most facts that counter their 'story'
These are contrails, pure and simple, and not one single reference Slush posted to "Congressman admits Chemtrails" has a thing to do with passenger travel airspace.
Aluminum has been used since the beginning of the flgiht age to act as a corrosive to keep engines clean. While there are no doubt some negative effects of barium and Aluminum, it is not part of a conspiracy to poison us all..Not to say that we arent being polluted, but that is secondary to the aluminums function.
Again, all this ignored all to hell, because of COURSE they are all lying to us. Clearly they are trying to Kill all the Americans.
Also, Groundwater tests, snow tests and dust tests ON THE GROUND, do not in any way prove that Chemtrails are causing it. ITs called AIR POLLUTION..

Yes kids, air quality has been degrading for nearly fifty years on a variety of fronts and due to a variety of reasons, NONE of which is intentional poisoning.
Valid testing would have to take place at the source, and Im sorry to say, But Clifford Carnicom is NOT performing these air qaulity tests at the Altitudes at which said contrails are formed.
ANYTHING that happens to float around in the air, will eventually come to the ground.
EVERYTHING, therefore its a logical stretch to claim that its all coming from the "spray Nozzles" of Human Poisoning craft. NORMAL air pollution..and yes Barium and Aluminum are produced in a HUGE variety of normal manufacturing processes.
Somehow air pollution will be dismissed as Chemtrails, even while OTHER preservationists readily agree that the air is polluted from these sources.
Yes, some does come from aircraft, while being used in two capacities..so Im not claiming that the chemicals dont come from planes, Im saying they are not being used as POISONS as is being claimed.
This fact, as true as it is, is consistently disregarded for some reason.
Two sources of plane pollution are as follows:
1. the Aluminum and Barium Dust being used to clean the Alloy Engines..a corrosive agent that prevents the need for engines to be completely torn down for cleaning.
You dont see these engines torn completely apart. The reason is that doing so over time, increases liklihood reassembly mistakes would be made, negating the safety procedure, so they introduce a compound that makes these large HIGHLY complex machines lseft cleaning.
2. The second source of PLane pollution is the use of Aluminum and barium as satellite chaff. Both are highly reflective and in the absence of cloud (for older sats) they act to deflect IR sat signlas and make ground readings MUCH harder to take accurately.
Again Yes , comes from planes..But Not a poisoning strategy.
And LASTLY, the plane shown by slushpup as being an interior of a Chemtrail Sprayer is a Training and Testing plane.
Evey single item shown as Poison Pods, and spray nozzles are EASLITy explained away by experts, but of course THAT is ignored and dismissed as well, all part of the greater conspiracy to "poison us all" even if these planes are readily documented and easily researched, and real story of their true purpose confirmed.

Jeff - This is not what the picture shows.
What you are looking at is an ordinary commercial aircraft configured for flight certification. I know this, becaue my past work included designing the control processor for a special switching system for Boeing Seattle flight by a company called ITI, inc. This system was used for routing analog downlink data from aircraft in the flight test room where FAA inspectors worked. In past essays you have read me rant about V1.0 software no longer being a standard or goal in software engineering. This switching system is one such system still running V1.0. This photo could very well be of a Boeing plane, based on my knowledge of how they perform flight testing.
Here is an explanation of what you see in this photo:
1. All the wiring you see which is reddish-orange is strictly used flight test wiring. According to Boeing back in 1985, there were (at the time) about 9 miles of such wiring on EVERY aircraft. This wiring extends down to the landing wheels as well, which the person who took this photo neglected to include. After flight test certification, ALL orange wire is removed, all the equipment you see is removed, wires to hundreds of strain sensors glued to the inside of the fuselage are cut and wall panels are installed.
2. The black and yellow safety tape on the floor indicates a step in the floor - it's where a mini-computer room floor begins under which numerous wires and cables are run. This too, is removed later.
3. The "kegs" you see in the photo are filled with WATER, not chemicals. Water is pumped from one bank of aluminum kegs to another to change the center of gravity.
4. The rack cabinets you see in the background control pumps for the keg water and monitor both keg water levels and every flight system on the aircraft. The data is converted to a serial data stream, and transmitted via a microwave downlink on the aircraft to the flight test center. A large tracking dish mounted on the roof of the large hanger at Boeing Field near street Gate 39 is used to receive this microwave signal. The plane flies in a big circle over the Pacific Northwest while the dish tracks the aircraft to receive aircraft test data.
5. Typically each plane to be tested is manned by a crew of about 8 in the cabin. The pilot is a test pilot who is an employee of Boeing. He will do whatever whatever maneuver the FAA inspectors tell him to do.
6. EVERY plane manufactured must be put through this test procedure to receive certification and a subsequent license.
To conclude. Please follow the subtlty of what im contending before you launch back into your counter-tirade.
1. YES THERE IS AIR POLLUTION that can be tested at ground level, and yes some of it comes from planes.

Jeff - This is not what the picture shows.

Basically, if you dont go along with the 'status quo" premise of instantly believing whatever conspiracy is being noted at the moment, that first wave generall includes the following:
Complete dismissal of counter ideas
ignoring the possibility of the points made in my counter
a healthy dose of personal insults
general discounting of either my intelligence or my capacity for reason
and more personal insults.

OK, first off I have to say I'm old and daft enough to remember the trails left by planes in the 70's too and they are NOTHING like what is happening over my sky now I have to say. I agree that I don't believe that its some government plot to kill us all, I really can't see the point in THAT and not even worth a thought. I don't have any theories on what is happening or why but it IS happening, what I am looking at where I live are NOT normal contrails or flight patterns, you can tell a difference.

all the so called proof posted is nothing.Contrails not Chemtrails are what people are seenig.Chembows and all the other garbage that supposedly are photgraphed in my opinion is the natural progression of a cloud that is produced by the rapid change in temp. at the point of contact in the atmosphere.So yes Virgina they are contrails.

Yep and even though you and I disagreed on another thread as you will see in many of my posts I refuse to blindly believe everything just because it is wrapped up in a nice conspiracy theory but it was fun to be on the other side in that debate. As I did on the dino thread I try and find things that could be plausible or things that are so mired in mystery that you can't help but wonder is there more to it.
Notice how some will point out how flawed science is if it proves a theory wrong but yet will use that same science if it offers just a smidgen of evidence that might help their claims. Not all science and technology is corrupt to the point that it can't be trusted. If that were so then I doubt we would be seeing the advancements in computers, handhelds or stemcell research. All things by the way that sure would make taking over the world a lot harder.
