He's referring to people who claim to be an inside source in the investigation. That is illegal. It's also illegal if, in writing about an incident, someone makes a false claim and presents it as a fact...especially when that "fact" harms the character of the subject.

So, the police are legally correct in this case. Meanwhile, no one is going to be prosecuted.
