Well one, Those traveling to Vegas are doing so via passport, They are here legally and they are here for a specific time, and are visiting a private establishment that has a business in gambling.
Completely different circumstances, And maybe because you are a recent immigrant you do not understand this.
A lottery is a state pool collected via citizens contributions, and in a couple cases are a grouping of states that tally into the same pool. Public money, for the public citizenry.
Be it scratch offs or the drawings.

If Jose wanted to gamble, he should have gotten a passport from him homeland of Mexico and traveled to Vegas to try his luck. Not sneak over the border illegally when plenty of others are going through the proper channels to be a citizen.
Which i'm starting to wonder now if tgwusauk is here illegally due to nature of the response, Because if i was spending the time and money it takes to become a citizen of the united states i would be pissed at people like Jose.

MY opinion is as i have stated, But the facts are that in a Public fund, generated for state purposes, such as with lotteries, the winning should go to citizens E.g residents of that state.
A private business such as a casino, money is generated through clientele.
And those coming from out of country are doing so legally. As already explained

it also goes on to say that those estimates have severe limitations.
it still goes to show that having fake credentials (a felony) and documents, and getting paid and expecting services that cost more to run than you are paying back in a country you are not only lying to live in but illegally occupying is something that EVERYONE shouldn't have to deal with.
It's like saying that someone who is incarcerated in a federal prison should be allowed to buy a lottery ticket and use his funds to purchase special rights in prison that aren't granted by the law.
This is a case of legality and morality.
from a legal sense, he doesn't deserve anything, if he illegally paid taxes for a country he doesn't live in and expect to get a legal pay back, .... well you see the conundrum in that certainly?
from a moral sense, he came over here illegally, infringed on other peoples tax services to pay for American citizens services (not illegal immigrants). illegally asked for a citizen to take the earnings under a proxy to avoid legal detention, then expects LEGAL redemption in a country which he illegally used for how may years?
money is a motive, not justice.
Filing a tax return under faulty information is also illegal, and since most filing are under the poverty line, guess what? they get a tremendous tax return. how wonderfully illegal for them.
that is wanting your cake and eating it too, you can't have both.
