I didnt 'dismiss' anything.
I looked into it a little further,
and uncovered the facts.

No problem mate.

There is a plane in the clip for sure, from around 55 seconds into the video. The lights do seem stationary; but as you pointed out in the phoenix video, the camera can deceive when the lights are heading toward it.
Really interesting clip though.

Yes, the plane is clearly visible.
It could be that the other lights are planes slowly orbiting before they land.
Not sure though.
