My guess is they can find you at work if you work or they can find you at home if you have a house or apt. If you use an atm card all the time you probably make purchases fairly regular and they can find you by these patterns. So a chip in a card while I don't like it or want it really not a biggie cause if I want to get away I'll toss it or render it useless and head into the woods if it gets that bad.
