Nor could i come up with a better solution if i was the guy in charge of figuring out how to respond nationally with a particular Medicine X...for aworst case scenarios.

I can't speak for rabbit, but I can point out why this should concern any American. First of all, nearly any "policy" that was introduced in the Bush admin. that Obama is either continuing or worse(as in this case) implementing..should raise flags. Secondly, as I've mentioned before about the Anthrax itself, the FBI concluded that it was a highly weaponized form and they even tracked it back to a U.S. Army chemical/biological weapons lab..where it was NEVER reported missing from. So we were to believe that Al-Queda snuck into one of the most highly secure areas in the military..stole some weapons-grade Anthrax and mailed it. Do a little research into this and you will discover that the FBI has had to change their story repeatedly and even accused a contract scientist that helped develop the Anthrax of being the terrorist thief. But ask yourself this...why this new policy when Anthrax hasn't been a threat since 2001..logic dictates there is an underlying reason. key word: lying.
