I have a hair-thingy that is similar. It isn't as large (of course) but the ratio of the connectors and circles is 7:22. It is tooted as a medieval model for pi.
I bought it at a renaissance festival maybe 7-8 years ago.

This fella has a voluntary toll booth at the east end of route 2 east in Cambridge Ma outside of downtown Boston. Fella' could use at least a card table and chair trimmed in red and a cap and blue shirt.
