A perpetual motion machine, appears to fill itself through siphon action. This is not possible in reality; a siphon requires its "output" to be lower than the "input".

I think I know.
When he first starts pouring the liquid in, there is a delay before it flows down the tube and you can see a series of bubbles being pushed up the tube.
There probably is a small pump in the structure.
The wooden section holding the bottom of the cup is hollow.
Very clever illusion.
