Yes, thats the one. Dino riders.. Always LOVED that show as a little kid.
Even had some dino rider toys I think.

Looking back, checking the clip of this cartoon again..
The central aspect of this cartoon seems to be human <> animal mindcontrol.

Some of the colors used by these 'evil' dinoriders are also interesting.
