The question I would have is what if this person is incoherent of what they are doing?

What if the person is on drugs? I think restrain from a distance would have been wiser.

To me the cop seemed to be agitated the man was not listening to him and
was close enough to make the cop feel nervous, but the cop wouldn't
move away, not even step.

To kill him is the easy way out for him he clearly didn't have the screws in his head set right.

Overall: Police fail, nice try, keep sucking money out of people pockets that earn it rightfully.
