The NSA (or NASA) would never let that get going as a program.

I anticipate LOTS of mysterious failures...

And if they managed to get off the ground, there is no freakin way NASA would just let them have telemetry data for all the tracked Near Earth and orbiting objects..which effectively grounds this homegrown Space station deal i think..

Nasa is going to just be all Bunnies and Light..letting anyone who wants into their airspace, do whatever they want and go wherever they want, and they're going to keep them in the loop with real time telemetry data, and debris tracking and all that?
