You are correct. Not voting or abstaining from voting does not count as a no vote or a yes vote. A simple google search will prove this.

Wrong, a no vote is counted as a secondary "no" vote....

the only thing that matters is a yes vote, to pass a bill.

if a representative is not in attendance he is considered to be "not present" to vote so therefore, it is counted as limbo, which would be a NO.

it's like voting for president, and you don't want any of the options, so you don't vote, so you are saying NO to anyone running... same thing here, the bill is being passed, he isn't present and doesn't support the proposal, so he doesn't vote for it.

please provide your sources to make a claim like that.

Jet, you're wrong plain and simple. First, he didn't abstain, he wasn't present for the vote. There is a difference. An abstained vote is neither a yea or a nay BUT it does count toward getting a quorum. If you don't show up it obviously isn't a yea or nay but it does NOT count toward getting a quorum.

I think you are confusing yourself over the term 'no vote' and a 'Nay' vote. There is a difference. It amazing to see what lengths you go through to follow this guy, it's creepy. He fucked up, he should of been there to put forth his token 'Nay' vote. Just like he showed up to vote 'Nay' on the debt ceiling increase.

I don't think there is any nefarious purpose behind it and if he were there I have no doubt he would of voted nay. Now, if he doesn't show up to vote for the H.R. 3166 vote. That should raise an eyebrow or two.
