those are good questions, unfortunately someone would be incapable of answering those correctly.

what we do know is what this thing is capable of, what it can do and what it might be capable of if the levels were to be pushed to maximum, although the last part is speculation it is an educated guess as to the power it could have.

To my knowledge roll clouds are created by cool moist air over water being forced up to it's saturation altitude (dew point) by warmer air on land. Flew along side one on the oregon coast once, super cool to see. Looked like a waterfall made out of clouds.

Well, it is possible to manipulate the weather, I wouldn't ever say it is possible to actually control the weather, for example what the Chinese did ahead of the olympic games was weather manipulation, various experiments in cloud seeding... etc...
