Santiago Chili security camera footage

I'm still kind of new here, and perhaps this has been posted before or known to be a hoax....
and yes it could very well be a small insect on the camera. The moving "shade" looks very sneaky if you watch it a few times.

This is suposedly recorded from a security camera in a mall. I found it some months ago on a news site.

Here is an edited screenshot from the clip; outer edge of the picture is inverted , and the inner square also has brightness-contrast darkened with gimp after the first effect.. I only edited it to make it visible in a still picture.

The very end of the vid when it streaks away is what I question. Up to that point it moved pretty steady, then just all of a sudden it accelerates to mach 10. This leads me to believe that it is something on the camera lens, or of that nature.
