Nothing new in this theory. I heard of this in a VHS conspiracy tape in the mid to late nineties. I have even checked out the backs of signs when I noticed stickers, I never seen any type of code. Not saying it couldnt be true.

these are real.the new deal wasn't put in place in the 30's for us.all the highways were specifically created to best move military equipment in case of attack.
