Where does the Government come up with these? Like Desert Storm. Do they have a book that they pull them from? Is there someone paid to think them up? There were several going on, on 9/11!
You guys can list some here too if you like.

But they all seem cloak and dagger like. Are they meant to instill fear like "Shock and Awe"?

One can obviously make a strong case that Paperclip (and similar programs in other nations) was immoral, but the phenomenon wasn't new in 1945, and it's still not illogical today.

Back in the good old days, it was common to take slaves after a military victory. You win, you take their stuff is as old as the human experience itself.

Then as now, some of the slaves or stuff happened to be top scientists and advanced technology.

The case for paperclip was even more compelling at the time because of the fear that the Russians would take whatever the western allies couldn't get their hands on first, so deals were struck with the Nazis to make sure "we" got the best gear, including an intact nazi intelligence network inside the newly occupied eastern european states.

Should they have not taken Hubertus Strughold, the so called "Father of Space Medicine", whose subsequent work for NASA was clearly built upon horrible experiments conducted on prisoners at Dachau? Should they have destroyed or ignored the data gained from biological and chemical weapons experiments in China carried out by the infamous Japanese Army Unit 731?

I'm glad I've never had to make such a decision.

So you can question the ethics of the programs, or make a pretty good case about the corrupting influence those nazis had on the CIA or NASA, but it's impossible to argue that there weren't benefits as well.
