I doubt this story just for a few things, first it was photographed at 10:30pm. Here in the uk at this time of year that means it is very very dark. Therefore the pic is either fake , or edited . If it's been edited , then you can't discount the chances that it is entirely edited.

Besides that, he saw it with three others and called his dad . Just one picture? Doesn't add up

This is a time exposure of a slowly moving something.

The black sky will turn blue at no shorter than a two to four second exposure.
Any faster shutter than 1/8th, even with a BLUE sky, the sky will appear black.
And he took this at 10, and that is a high tone blue proving the length of exposure..
Focus isnt critical with points of light, there will appear sharp even when unfocused.

Whatever that was, it wasnt moving fast like he states.

Either way, there are no foreground details to prove that he wasnt shaking the camera.
I have TONS of shots of airplanes exactly like this one in an attempt to recreate the Rod With Lights photos shown as ufos. Eventually did it at 1/2 second iso400 f8

Mine were Actually FAA lights blinking in sequence, with a semi solid body, making it look like a large rod type UFO with light/windows..
I looked but couldnt find them offhand...
